President and lead instructor, Chris Luebkin, served for over 30 years in law enforcement, from 1988 to 2016 on the Phoenix Police Department, and from 2016 to 2018 as a member of the Arizona Department of Public Safety. Most of his service was as a Tactical Operator, Team Leader, Training Sergeant, Crisis Negotiations Sergeant, and lead firearms and tactical instructor for the PPD’s elite SWAT Team, the Special Assignments Unit. Chris completed his law enforcement career as an Inspector II (Major) on the AZ DPS, and the Commander of the Tactical Operations Bureau, which includes the highly respected SWAT Team, Explosive Ordnance Detail, Tactical K-9 Unit, Crisis Negotiations Team, and Fugitive Apprehension Unit for the State of Arizona.

Chris lives in the Cave Creek, Arizona area with his wife, JoAnn and their two children. He enjoys shooting, reading books on leadership and military history, and is a volunteer youth football and basketball coach.

Since promoting to Sergeant in 2003 and completing his career as an Inspector II (Major) Chris had the honor of leading some of America's finest men and women in both the highly specialized SWAT team environment, and the exceptionally fast paced first-responder world of a major city Patrol Division. In these leadership roles, Chris continuously focused on employee development, efficiency, and effectiveness. He also emphasized the all-important goal of successfully raising the bar in technical proficiency, professionalism, and problem solving - ensuring that his officers and troopers met the highest standards of operational and ethical excellence.
